He emphasized that the chemical industry is one of six foundational industrial sectors identified in the Resolution of the 13th Party Congress, playing a key role in socio-economic development, with the Vietnam National Chemical Group serving as a pillar, coordinating and leading the entire sector.<\/p>\n

During the 2020\u20132025 term, despite numerous domestic and international challenges, the Party Committee of the Group received close guidance and direction from the Party and the Government, as well as support from central and local agencies. Upholding the spirit of unity, innovation, bold thinking, proactive action, and accountability, the Party Committee led the entire Group to comprehensively achieve the objectives and tasks of the 3rd Congress Resolution, reaffirming its effective leadership and governance throughout the term.<\/p>\n

He emphasized that the 4th Congress, term 2025\u20132030, was a major political event, encompassing the following key tasks: reviewing and evaluating the implementation of the Resolution of the 3rd Congress; analyzing strengths, limitations, causes, and drawing lessons for the next term; reviewing the leadership performance of the Executive Committee and Standing Committee during the past term; discussing and contributing opinions to the Draft Documents of the 14th National Party Congress and the Draft Political Report submitted to the 1st Congress of the Government Party Committee; and electing a new Executive Committee of the Group Party Committee for the new term, comprising members exemplary in integrity, capability, and intellect, as well as selecting delegates to attend the 1st Congress of the Government Party Committee.<\/p>\n

The Congress was held under the theme \u201cSolidarity \u2013 Democracy \u2013 Discipline \u2013 Innovation \u2013 Development,\u201d reflecting the determination to build a clean and strong Party Committee, lead the Group toward sustainable development, and accompany the country\u2019s strong transformation in the new era.<\/p>\n

On behalf of the Presidium, while presenting the political report at the Congress, Mr. Nguyen Huu Tu \u2013 Deputy Secretary of the Party Committee, Member of the Members\u2019 Council, and General Director of the Group \u2013 emphasized that during the 2020\u20132025 term, the Group\u2019s Party Committee implemented the Resolution of the 3rd Party Congress amid numerous challenges, including the Covid-19 pandemic, volatile raw material prices, and complex market conditions. With a proactive and resolute spirit, Party committees at all levels fulfilled many targets in Party building as well as in production and business activities.<\/p>\n

Immediately after the Congress, the Executive Committee of the Group Party Committee issued a full set of working regulations, action programs, and inspection and supervision plans, and thoroughly implemented the Resolution of the 13th National Party Congress, as well as the resolutions of the higher-level Party Committee and the Group Party Committee. During the term, the Party Committee issued 41 resolutions, 2 directives, 142 conclusions, and 391 decisions, released nearly 3,800 outgoing documents, and processed almost 9,000 incoming documents<\/p>\n

Party building delivered outstanding results: 657 new Party members admitted (164.2% of target); 93.94% of Party organizations and 95.99% of Party members fulfilled tasks successfully. Learning and following Ho Chi Minh Thought, morality, and style was implemented rigorously, with 100% of Party committee members developing annual self-improvement plans. A three-year review of Conclusion 01-KL\/TW implementation was organized, commending 56 outstanding collectives and individuals, alongside a ceremony for the 135th anniversary of President Ho Chi Minh\u2019s birth attended by nearly 1,000 people.<\/p>\n

Strictly implementing the Resolution of the 4th Central Committee (terms XI and XII) and Conclusion No. 21-KL\/TW, Party committees at all levels conducted study sessions, self-reviews, self-criticism, and mutual criticism. Over 90% of Party members actively participated in branch activities. In 2024, 16 Party branches and 20 Party committees were recognized as \u201cFour Goods\u201d models, with many outstanding individuals receiving commendations.
\nThe Group established a unified Party Committee for the entire Group per the decision of the higher-level Party Committee, merging 16 Party branches with 2,700 members to reach a total of 37 branches and 4,610 Party members. Over 900 cadres and Party members attended training in political theory and Party work.<\/p>\n

In production and business operations, the Party Committee directed efforts to resolve difficulties for four fertilizer production units. DAP-Vinachem was removed from the list of underperforming projects, while three other units underwent debt restructuring. The units maintained stable production, achieved record fertilizer supplies, and produced pandemic-control products. Key term results: industrial production value of VND 277,256 billion (103% of target); consolidated revenue of VND 266,341 billion (107%); pre-tax profit of VND 14,970 billion; state budget contributions of VND 11,567 billion (127%); average monthly income of VND 13.39 million per person (up 57.5%); import-export turnover of USD 3,586 million (exports USD 2,367 million); total investment capital of VND 4,642 billion.<\/p>\n

The rock salt project in Laos has received Politburo approval in principle and is finalizing its feasibility study. Units under Project 1468 showed clear recovery: Ha Bac Fertilizer operating above 92% capacity, Ninh Binh Fertilizer above 90%, DAP 2 \u2013 Lao Cai above 70%, all repaying debts on schedule\u2014particularly Ninh Binh Fertilizer, which fully repaid its USD 350 million loan.<\/p>\n

Implementing Resolutions 18-NQ\/TW and 12-NQ\/TW, the Group streamlined 69 organizational units (down 21.8%) and reduced headcount by over 2,735 (15.2%) since 2017. Internal regulations were updated to enhance governance efficiency.<\/p>\n

Digital transformation, science and technology, and innovation were strongly advanced: a Steering Committee was established, with deployment of e-office systems, digital signatures, VINACHEMMART, and more. Most units have digitized operations. The Group launched green transformation and science-technology programs for 2025\u20132030.<\/p>\n

Regarding international integration, the Group organized and participated in over 100 working sessions with foreign partners to expand technology, trade, and investment cooperation. Products now reach more than 70 countries, including the US, Japan, and Germany.<\/p>\n

In social welfare, environmental protection, and national defense\/security, the Group mobilized over VND 130 billion to support workers and communities; built 100 homes under the \u201cEliminate Temporary Housing\u201d program; and provided Truong Sa, DK1 with VND 5 billion plus 40 tons of fertilizer. Units complied strictly with environmental regulations, invested in green technologies, expanded tree planting, and increased renewable energy use.<\/p>\n

The innovation drive was vibrant, generating nearly 9,200 ideas and 5,700 initiatives worth VND 1,630 billion in benefits. 266 individuals received Creative Labor Certificates. Standout projects included apatite processing (VND 6.3 billion benefit), C5 lead from by-products (VND 4 billion), and grinding\/washing improvements (VND 4.9 billion). Workplace dialogue remained effective, enhancing work environment and employee welfare.<\/p>\n

Entering the 2025\u20132030 phase, amid continuing complex international and regional developments, increasingly serious non-traditional security challenges, and the growing dominance of sustainable development, digital economy, and green growth trends, Vietnam National Chemical Group has set its direction to further strengthen a clean, comprehensive, and solid Party organization; maintain its leading role in Vietnam\u2019s chemical industry production; pursue efficient investments and business operations; and leverage its pivotal role to guide the chemical sector\u2019s development along the right path, effective and environmentally friendly.<\/p>\n

The overarching goal is to build a stable, sustainable Group with enhanced competitiveness and adaptability to volatility, becoming the national chemical industry\u2019s core business while leading in digital transformation, green transition, high technology development, and deep international integration. At the same time, the Group will continue prioritizing employee welfare, fulfilling social responsibilities, and ensuring environmental safety.<\/p>\n

In Party building efforts, aim for over 90% of base-level Party organizations and Party members to successfully complete their tasks, with new Party member admissions at 3-4% annually.<\/p>\n

The Congress took place in a vibrant, straightforward, democratic atmosphere with high consensus. Delegates discussed and approved the Report evaluating the implementation of the Resolution of the 3rd Group Party Committee Congress for the 2020-2025 term; objectives, directions, and tasks for the 2025-2030 term; the Executive Committee\u2019s leadership review report; and the summary report of comments on draft documents for the 14th National Party Congress and the 1st Government Party Committee Congress. The Congress also heard diverse, practical speeches focusing on key areas of Party building and the Group Party Committee\u2019s political tasks.<\/p>\n

In her speech at the Congress, Ms. Le Thi Thuy, Member of the Party Central Committee and Deputy Secretary of the Government Party Committee \u2013\u00a0acknowledged and highly commended the comprehensive achievements of the Party Committee of the Vietnam National Chemical Group (Vinachem) during the 2020\u20132025 term. She emphasized that the Party Committee closely followed the Party\u2019s guidelines, State policies, and directions from higher authorities, while fostering unity and demonstrating a proactive and decisive approach in implementing coordinated solutions to meet and exceed most of the targets set out in the Resolution of the 3rd Party Congress.<\/p>\n

She affirmed: \u201cThe comprehensive results achieved during the 2020\u20132025 term demonstrate the effective leadership role of the Vinachem Party Committee. Production and business activities recorded positive, broad-based, and in-depth growth across most areas: industrial output value increased by 33%, consolidated revenue rose by 30%, and profits reached nearly VND 15 trillion (VND 14.97 trillion). Notably, units under Project 1468 reduced losses by more than VND 16 trillion (VND 16.081 trillion), exceeding the Congress target by over VND 5 trillion (the target being a reduction of nearly VND 11 trillion).\u201d<\/p>\n

To ensure the success of the 2025\u20132030 Congress, Ms. Le Thi Thuy, on behalf of the Standing Committee of the Government Party Committee, called on the Congress to focus on effectively implementing the following key tasks:<\/p>\n

Firstly, continue to build a clean and strong Party Committee within the Group; strictly implement Resolution No. 4 of the 12th Central Committee on Party building and rectification, in conjunction with Politburo Directive No. 05 on promoting the study and practice of Ho Chi Minh\u2019s ideology, ethics, and style. Emphasis should be placed on strengthening political, ideological, and ethical foundations; resolutely preventing and reversing manifestations of \u201cideological decline,\u201d \u201cdeviation from Party principles,\u201d and subsequent \u201cinternal transformation\u201d; promoting the spirit of \u201cself-criticism and constructive criticism\u201d, \u201cself-reflection and self-correction\u201d; upholding leadership accountability and role-model responsibility, while strengthening unity and cohesion within the organization.<\/p>\n

Second, thoroughly grasp and effectively implement the policies and directives of the Central Committee and the Government Party Committee; focus leadership and direction on breakthrough and accelerated implementation of production and business development goals, targets, and solutions for the new term. These efforts will contribute meaningfully to the national growth target of over 8% in 2025 and double-digit growth in subsequent years, toward significant historical milestones: the 100th anniversary of the Communist Party of Vietnam (2030) and the 100th anniversary of the founding of the country (2045).<\/p>\n

She also called on delegates to uphold intellectual rigor and responsibility, and to actively contribute feedback to the Draft Documents of the 14th National Party Congress and the Draft Political Report to be submitted to the 1st Government Party Congress for the 2025\u20132030 term, ensuring close alignment with practical conditions at the organizational base.<\/p>\n

Regarding personnel matters, she emphasized the need for the Congress to thoroughly implement Politburo Directive No. 45 and relevant guidance from the Central Committee and the Government Party Committee. Delegates were urged to demonstrate a high sense of responsibility, promote democracy, fairness, objectivity, and sound judgment in electing the new Executive Committee, ensuring appropriate standards and structure, continuity and development. The selected members should be exemplary in intellect, ethics, lifestyle, integrity, capability, and leadership strength, serving as the core leadership and unifying center of the entire Party Committee.<\/p>\n

The Congress will also elect a delegation to attend the 1st Government Party Congress, consisting of outstanding representatives who embody the intellect, ethical standards, and leadership capacity of the Vietnam National Chemical Group\u2019s Party Committee, and who are capable of making practical and effective contributions to the success of the higher-level Congress.<\/p>\n

Immediately following the Congress, the newly elected Executive Committee should promptly assign responsibilities to committee members, finalize and issue its working regulations, full-term action program, and specific plans and initiatives, in order to swiftly bring the Congress Resolution into practice, striving to meet and exceed set targets from the very first year of the new term.<\/p>\n

With a tradition of unity, solidarity, proactiveness, creativity, and aspiration for progress, the Standing Committee of the Government Party Committee expressed confidence that the Party Committee of the Vietnam National Chemical Group will continue to work collectively, build on its achievements, seize opportunities, overcome challenges, achieve significant and breakthrough progress, and successfully fulfill all objectives and tasks set forth in the Resolution of the 4th Party Congress of the Group; contributing to the sustainable development of the Group and joining the nation in entering a new era\u2014an era of strong, civilized, and prosperous development.<\/p>\n

Immediately following the Congress, the Presidium will direct relevant professional units to consolidate and incorporate these inputs into the Congress documents and resolutions for implementation.<\/p>\n

On behalf of all delegates, he expressed sincere appreciation for the attention and support of the Executive Committee and Standing Committee of the Government Party Committee, and expressed the hope of continuing to receive guidance and support in the coming period, enabling the Party Committee of the Vietnam National Chemical Group to successfully fulfill all assigned tasks.<\/p>\n

With a spirit of seriousness, democracy, and unity, the Congress carefully selected and elected the 4th Executive Committee of the Party Committee of the Vietnam National Chemical Group for the 2025\u20132030 term, comprising 32 members, ensuring appropriate standards and a well-balanced structure. The elected members are exemplary officials with strong political integrity, ethics, and lifestyle, possessing leadership capability, resilience, and intellectual capacity, fully meeting the requirements and tasks of the Party Committee in the forthcoming term.<\/p>\n

First Meeting of the 4th Executive Committee of the Party Committee, 2025\u20132030 Term<\/em><\/figcaption><\/figure>\n

At its first meeting, the 4th Executive Committee of the Party Committee elected the Standing Committee, the Secretary, Deputy Secretaries, the Inspection Committee, and the Chair of the Inspection Committee. As a result, the Standing Committee consists of 09 members, and the Inspection Committee consists of 05 members. Mr. Phung Quang Hiep continued to receive the confidence of the Committee and was elected to serve as Secretary of the Group Party Committee for the 2025\u20132030 term. Mr. Nguyen Huu Tu and Mr. Nguyen Van Quy were elected as Deputy Secretaries of the Group Party Committee, while Mr. Le Hoang was elected as Chair of the Inspection Committee.<\/p>\n

The Congress also elected a delegation comprising 07 official delegates and 02 alternate delegates to attend the 1st Government Party Congress for the 2025\u20132030 term.<\/p>\n

At the Congress, delegates unanimously adopted the Congress Resolution with a 100 percent approval rate.<\/p>\n

In his closing remarks, Mr. Phung Quang Hiep affirmed that the Congress had successfully completed all agenda items as planned, fully received the guidance of higher authorities, and would promptly organize the implementation of the Resolution in practice. He called on all officials, Party members, and employees across the Group to continue upholding the proud tradition of more than 55 years, strengthen unity, promote innovation and creativity, overcome challenges, build an increasingly clean and strong Party organization, and contribute to the sustainable development of the Group in alignment with the country\u2019s industrialization and modernization efforts.<\/p>\n
